Water Meters & Rate Information

Utility bills are due the last day of each month, with a 15 day pay period allowance. Read your meter on the last day of each month, and make payment within 15 days. Add a $20 late fee to payments made after the 15th. There is a $30 service charge on any bad checks.

DEPOSIT INFORMATION: Utility Deposit Fees are $100.00 for homeowners and $200 for renters. Deposits to be refunded to homeowners after one year, pending monthly utility bills have been current during that one year period. Deposits to be refunded to renters at the time such renter moves out of the City limits, and all utility bills are made current and paid in full. Should a renter purchase a home or move to another rental location within the City limits, the same utility deposit policy applies as noted above.

READ YOUR WATER METER – DON’T ESTIMATE.
Do NOT estimate water meter readings, estimating readings could cause you to overlook a water leak or stool running. The CITY DOES SPOT CHECK WATER METER READINGS on a periodic basis.

HOW TO CALCULATE YOUR BILL: Find gallons of water consumed by subtracting last month’s meter reading from the present month’s meter reading. Figure the water charges by referring to the rate schedule. Total all utility costs and make payments to: City of Hills, 301 S. Main Ave., P.O. Box 172, Hills, MN 56138; or drop payment in the utility drop-box located outside the City Office building.

Prior to moving, contact the City Office, and leave the self billing book and the recycling containers for the next customer.
Monthly utility bills that are not paid, as noted above, shall be considered delinquent and may be assessed against the property served. The taxpayer of record will receive notice of the proposed assessment amount. The City certifies unpaid utility charges to the County Auditor for collection with the real estate taxes assessed against the subject property; such charges constitute a continuing lien against the property served.

For each additional 1,000 gallons over 30,999 add $18.00 per 1,000 gallons. Round to nearest 1,000th gallon. Business Establishments Add Minnesota State 6.875% Sales Tax on Water.
